This letter announces the 2019-2020 ACT, SAT, TSIA, and Industry-Based Certification (IBC) local educational agency (LEA) reimbursement data as authorized by House Bill (HB) 3, 86th Texas Legislature, 2019.

Background

The College Preparation Assessment and Industry-Based Certification Examination Reimbursement, authorized by Texas Education Code (TEC), §48.155 and §48.156, provides reimbursement funding to LEAs for the cost of the administration of an ACT, SAT or TSIA and an IBC per student beginning in the 2019‐2020 school year. The ջ (ջ) provides each LEA estimated funding annually, which can be found in the (lines 39 and 40). ջ settles up with LEAs in the spring of the following fiscal year once all student data is processed.

In the fall 2020, ջ released the ACT/SAT testing data to LEAs in ջL for LEAs to review, verify, and submit for reimbursement. ջ also collected 2019-2020 fall and summer submission data in PEIMS for LEAs to request IBC examination reimbursement. ջ processed the requests and finalized student-level reimbursements for LEAs for the April 2021 settle-up for the 2019-2020 school year.

Reimbursement Reports Available in ջL

The student-level reimbursement reports are now posted within the ջ Login (ջL) Accountability application, under the HB 3 tab, for district record-keeping. LEAs can view the assessment and IBC exam for which they received reimbursement for a student. These reports are for LEA record-keeping purposes only. No action is requested from LEAs, and no appeals are allowed.
